The Cabinet Law No. 18 was issued by His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. The edict places limitations on fishing without appropriate licensing, both by the individual and the boat owners.

Boats must be moored in designated and approved areas. Proper licensing and documentation must be presented to authorities upon request. The resolution defines penalties for violation of regulations related to the allowed length of harvested fish stocks. It is illegal to fish for, sell or transport undersized fish stocks.

Diving with the purpose of collecting aquarium fish without written permission shall be subject to a written warning, followed by an AED 5,000 if repeated and a one-month suspension of the diving license, plus confiscation of fishing tools if repeated. The resolution also details penalties for erecting coral reefs or taking crustaceans, Invertebrates, or corals without written permission.

Other violations covered by the resolution include selling or possession of illegal fishing nets, littering of fishing waters, out of season fishing, fishing during fish mating seasons, fishing of marine mammals and collection of turtle eggs. The resolution sets penalties for each of these violations. Charter groups can rely on the knowledge and experience of the tour operators to abide by the applicable regulations.

The penalties are set at increasing levels for repeat violations, and the regulation calls for immediate enforcement of the law.
